dc.description.abstract This paper discusses public employees---municipal, state, federal---and their right to strike. Denied the right to strike public employees must be given a replacement. What this replacement will be is still open to Innovation and experimentation. Perhaps the most significant point is that there are differences between private and public employees. These distinctions must be considered whenever dealing with this problem. en_US
