Abstract:
As an operational plan this paper presents both why the town of Stratford should convert its schools from traditional to community schools and how to do it. Included is a step by step procedure and first year budget. The position of the author is twofold: 1. Community education makes more efficient use of public funds. 2. The philosophy of the community education concept provides answers to many of the town of Stratford's problems.
