Abstract
The phenomenal growth in industrial scientific research since 1950 has emphasized the need for developing effective techniques for evaluating the results of research. Unfortunately, evaluation techniques haven't kept pace with this growth. The predominately used methods for technical and economic evaluation are subjective opinions and profitably. Both of these are inadequate. One proposed technique overcomes some objections to these methods but still contains deficiencies and is not used anywhere. As a result the search continues.
