Abstract
Many companies of today are bearing excessive paper work and payroll cost burdens in spite of recent innovations in the area of electronic data processing equipment and automatic office equipment. A comprehensive program must be developed to systematically design the controls necessary to bring payroll costs back into proper focus. This paper develops the philosophy, organizational and social implications, techniques and structure of a clerical cost reduction program.
