Abstract

Across the globe, millions of children with disabilities face barriers to education. Not because of their abilities, but because of the systems meant to support them. By comparing special education policies in China and the United States, this research reveals how cultural values, policy frameworks, and resource allocation shape the inclusivity of education and what we can learn from each system to create a more equitable future.
