Abstract
This paper examines the conflicts on housing issues between urban and suburban communities. One such case in Fairfield County is studied in depth. I focus on the increasing role grants play in these relationships. Federal grants are the mechanism that local and federal officials can use to implement their policies and, therefore, are viewed in detail. Questions are raised and answered to such hypotheses as (A) can urban communities influence their suburban neighbors to help provide solutions to regional problems; (B) are certain grants effective tools to institute change such as fair-share housing in metropolitan areas.
