Abstract
This thesis presents a view that it is necessary for bureaucratic organizations to coordinate with informal groups in its attempt to achieve optimal organizational control. The reasoning behind this view is that the informal organization has distinctive functions that cannot performed by any other type of organizations, and that these functions are very necessary for the survival of an organization itself and of the society. Habatsu, the Japanese informal group, is discussed for the purpose of supporting the theme of this thesis.
